Can you trade in outpost with someone from another nation?

As title says, can for example a pirate trade with another nation within a free port?

Hope they get around to add diplomacy in the game. Would be nice to be able to get a permit or something from another nation, allowing you to dock at specific ports for trade purposes (ie no crafting etc, just trade)
