So a Nation with smaller Fleets could have more chance again Nations with bigger Fleets... For Example paying Gold will increase Defence of Harbour or Building up a Npc Fleet for Defence etc. That would balance the game out ! At the moment there are some powerful nations ... and nations which are not that powerful but have maybe a lot of gold Or Aggresive NPC Fleets... so maybe nation x pays a lot of Gold for building an aggresive NPC Fleet patroling around cities .. that would bring more defence for an underdog nation ? Balancing the game to give small guys a chance requires non-linear, active and proportional solution.

I think alot of these smaller nations might cooperate better, while the bigger nations might have alot of players in bigger nations just aren't bothered with the nations wellbeing?
