So you're a Pirate, I am curious why is your first thought to "buy" a ship? These unfinished Pirate game mechanics are creating strange behavior.

Can non pirate nations use captured ships or only send it to admiralty ?

On PvP1, just ask "can someone make me an X?" in pirate chat and people will make you offers, usually under what they're priced at on market. If its high, haggle it down or find another seller.
