chain boarding

is it the intention to allow players in cutters to chain board boats and locking them up in boarding actions while others grape shot them?

 

My crew is occupied with apparently outnumbering the enemy 3 to 1 or more, but I cant manage to shoot 12 guns?  

 

If you let players chain board, then players being boarded should be allowed to fire back.  Cutters are the most OP ship in the game for anything under 6th rate because they can cluster bigger boats and lock them into repetitive boarding actions.
