Chat issues with specific players

I am attempting to add a specific player to my friends list.  They never receive the request.  They also do not receive group invites.  Additionally when I open a Private Chat with this player they cannot see it.

I noticed that when I query info for this player it has nothing for this player except a birth date of 01/01/0001.  All of these also apply in the reverse scenario of this player trying to add me.

 

Any ideas what may be causing this problem?
