How to pass ownership of clan?

Not sure if this has been brought up before but our clan leader has been AWOL for over a week now and we can't kick or manage the guild at all as officers.  Is there anyway for them to turn ownership over to someone else? Or do we need to start from scratch and remake?  If we do remake is it possible to retain our [TAG]?
