I made a decission cause i was a bit mad and i became pirate. Now all my friends want me to come back to the dutch.

I plowd the whole forum to get a answer if the xp is already steam bound or not..

Can i just delete my character and create a new one without losing my XP?

 

If not can there be a exception to change my nation back to the dutch?

If you only managed to get to the 3rd or 4th rank, it's probably better to delete your current character and start a new one.

 

Or, as Ink said: Wait, and play as the Pirates for now.

From what I understand the new experience system will tie your rank and xp to your steam id rather than any one character allowing you to hop between nations while still retaining your rank. However to counter-balance this you will lose all your assets and be set back to a basic cutter.
