So I usually start my game in 1890 and what I do is start without a navy, max out the research and convoys, as my net naval budget increases I gradually add ships to the fleet. I make use of research focuses as well because unlike DIP it seems that the benefit to the individual research is as large or greater than the malus applied to other researches.

Two bits of constructive feedback on the mod. But before I'll say i really enjoy it compared to vanilla and there are more improvements on this mod relative to my old balance mod for me to say that on net its better than the old rebalance mod. 1. Tech research times feel too fast. -- For reference i have played as russia and china, by default I play with research budgets maxed out. I am able to attain something between a dreadnought and a superdreadnought type ship by about 1902. (22 knots, steam turbine, 13-14 inch 8-10 gun main battery). I know there are multiple levers affecting research times, so it might be down to the default research rates, the month values in the tech tree, or the multipliers associated with the research budget. The DIP mod by contrast feels more punishing in that a minor power at max budget will not be able to keep their technology at the same year. I think the optimal research speeds should be something of a compromise between these two. If you're going to allow a research budget to get you that far ahead the financial penalty for doing so should be much greater. As frustrating as DIP is with research one thing I think they get right is the feeling that you are budget constrained. As China I can slide everything to max and have a fleet i am comfortable with, which actually takes away from the enjoyment of the game. 2. Consider upping the VP requirements associated with peace settlements. This is an issue with Vanilla as well but right now you can have your enemy asking for peace after sinking a single heavy cruiser. 20K is the default and from my experience something closer to 50-100K feels more appropriate.

Those ships had most of their 6 inch guns in casemates. One issue is that 6 inch casemates are, in this game at least, usually reserved for heavy cruisers and some cases don't even fit on the heavy cruisers. If your gun model is an actual turret and you don't have casemates then using 6 inch single gun turrets is often an extremely inefficient (also very ugly) design.

I'm going to send you this bin file, it's not from the most recent game version. I should be Russia at war with Germany. I haven't seen any red arrow offensives land-land. save_2.bin

It may just be that there haven't been many wars between countries with a frontier. I had a war with Austria (as russia) that didn't involve any land invasions. I'll try to start something with China (then create a save and send it your way) to verify.

So I have been able to do naval invasions. I haven't see any red arrows anywhere (1890-1903).

So a personal status update and why I've discontinued modifying the game: I got burnt out trying to update the game every time an update was released. Also, my willingness to mod the game is primarily a function of my desire to play it and play it in a certain way. Also importantly, I've been brought on as a developer in a mod for another game so my free time is stretched that much more thinly. There's a possibility of re-releasing an updated rebalance mod once Nick announces a final update to the game, with special attention paid to rebalancing the various modules. However trying to do anything with UAD in the current environment is a red queen's race. DIP mod does a good deal of what rebalancer used to do. So a re-released balance mod may not be necessary. -

I will try to get the Mod functioning with 1.4 when I have a good stretch of free time. I will be on vacation between 10/30 and 11/4 and this week [the week before] I have a lot of [paid/job] work to do this week, so I don't have the free time. If it looks like the pace of updates is more or less finished afterwards I can try to fold in additional features. -

I suspect max and/or default armor thicknesses, including for turrets, are sensitive to the hull type. So the same turret on a BB will have a higher default or max armor than a BC. Nothing in the balance mod changes that, and resizer doesn't change default/max armor thicknesses. -

Probably not. 1.4 will have frequent updates which makes for a bad modding experience, i also have less free time than i used to. -

oh, this particular discrepancy is intentional. the purpose of allowing 7-9 inch twin guns is to accommodate early game large protected cruisers, which had large main batteries in twins [sometimes singles also] whereas twin five and six inch guns don't appear until later. But I am noticing that 'later' is much later than what I think it ought to be [IIRC it should be 1913-1916, not 1921] Unfortunately, 'light cruisers' 'protected cruisers' and 'scout cruisers' are different beasts and it's not necessarily the case that these ships put together were all getting larger. It's difficult to design a tech tree and hull/gun/armor restrictions that work appropriately for all of them clumped together. -

Those of you commenting on the light cruiser with the resizer, re-download that resources file and replace the one you have currently. I the version I uploaded will hopefully fix the issues. The issue with france's 2 inch secondaries > 4 inch ones I have not addressed yet.
